Werk #11335: agent_prometheus: addition of Prometheus build check

This change introduces the build check for the Prometheus agent. The check lists relevant information regarding the Prometheus server itself including its version and number of connected Scrape Targets. Depending on the used Prometheus version, the amount of information may vary.
