Werk #9337: Fixed cluster promoting non UpToDate node in sync situations

In the situation when one node was synchronizing it's data to the other node the resources were not started on the node with the up to date data but on the sync target node.

This is working but results in performance issues since some disk read requests need to be answered over the wire from the node with the up to date data.
