Werk #9340: Improved robustness of device configuration after unclean shutdowns

When changing the configuration of the appliance and performing a hard power reset of the device right after this change, it could happen that the whole device configuration was gone on next but. This was caused by a partially written file after the configuration change.

We have improved the write logic of the configuration file in order to make it more robust against such issues.
