Werk #9345: IP address of cluster might be attached to wrong interfaces

The setting for binding the service IP address of the cluster to a specific network interfaces was not working as expected. As result the cluster attached the IP address to a interface using a best guess approach by examining the existing IP addresses on the network interfaces. In some specific IP configurations the auto detection could result in the cluster IP address being attached to the wrong interface.
