Werk #11220: ps: Add option to specify minimum age of processes

This werk adds the option to specify a minimum age for processes monitored by the check ps. This can be done either when configuring the default parameters for the discovered services of the ps-check (rule "Process Discovery") or directly via the rule "State and count of processes".
