This Check only counts the nubmer of Virtualmachines on a Hostsystem, or the number of Virtualmachines and Hostsystems on a vCenter. Via the rule "Distribution of virtual machines over ESX hosts" you can make sure that a given set of VMs is running on a given number of different Hosts.
