Hepta Stratum: Time Sync

This check monitors the Stratum for time synchronization of the device.

This check supports Hepta 8029 and Hepta 8030 devices.

The check will raise CRITICAL if the reported state is "Invalid Stratum", WARNING if the reported state is "Stratum is using secondary reference (via NTP).
