Werk #12207: timesyncd: increasing time thresholds for last synchronisation

Previously, the default time thresholds were 1.5 and 2 hours for Warn and Crit respectively. These values should have covered the synchronisation time for most systems. This werk increases these to 2 and 3 hours since a few systems still took longer to synchronize their time.
