Werk #15430: password: restrict ident pattern when creating a password

Prior to this werk, the user was allowed to specify any string as identifier for a new password. Subsequently, a more restrictive pattern on the update and get endpoints could make the passwords non retrievable. This werk unifies the patterns together to resolve this.
