Werk #15510: user_config: introduction of 'all' option in authorized_sites

Prior to this werk, not specifying the 'authorized_sites' field when creating an user implicitly allowed the user to access all sites. This werk introduces the 'all' option to make this more explicit. The 'all' is also the default option and therefore does not modify the previous behaviour.
