Werk #15900: mssql_tablespaces: Re-enable cluster mode

This werk fixes an issue introduced in 2.0.0p36 where the mssql_tablespaces plugin could not be used as a clustered service. The error "This service is not ready to handle clustered data. Please change your configuration." will no longer occur.
