Werk #16608: netapp_ontap_volumes: also monitor volumes without counters data

In the Netapp Ontap Plugin NetApp Filer: Used Space and Traffic of Volumes volumes where not discovered if the counter information for these volumes was not present.

With this werk we now handle this condition discovering and monitoring these volumes.
