Werk #17171: Don't preselect publish option on editing of pagetypes

If you edited a pagetype like e.g. Bookmark lists or Custom graphs, the option "Visibility" was always preselected regardless if the edited pagetype was set to published before or not.

If you did not recognize this, pagetypes could have been published even if this was not intended.
