The Licenses service on Innovaphone devices graphed the used-licenses metric with a lower boundary equal to the total license count and no upper boundary, instead of ranging from 0 to the total.

The metric now correctly ranges from 0 to the total license count. This is only a graphing concern, so the metric history should not be affected.
