Werk #8323: Optional OpenHardwareMonitor package is now bakeable

OpenHardwareMonitor will be supported for monitoring of hardware sensors in the windows agent in future versions. New omd versions will include a stripped down version of ohm without user interface that the agent can control. This werk adds the ability to include that stripped down ohm with agent packages.
