Older firmwares were missing several libraries for the Check_MK Agent Bakery, which are needed for the baker to be able to compile the windows agent binaries.
In the meantime, to workaround the problem when using older firmware releases, you can configure your site to not create windows agent binaries during "Activate Changes" by disabling the option Global Settings > Operation Mode of Check_MK > Automatically create monitoring agents
