Werk #9499: Add support for Checkmk werk #14281

Checkmk werk #14281 introduces a new OMD sub command omd update-apache-config [SITE] which needs to be executed in some situations after omd update.

The appliance now executes the new sub command after performing the omd update for all versions that support this new command to keep the system Apache configuration up-to-date. For further information have a look at the werk #14281 (https://checkmk.com/werk/14281).
