This check makes sure the essential dspmq and runmqsc IBM MQ tools are usable by the agent. It also reports the plug-in version.

The state is WARN or CRIT (configurable WATO rule) if the plugin version does not match a specific or minimal version. The state is CRIT when one of the tools is not usable.
